Dear Friends,

I take this opportunity to congratulate all affiliates, Office Bearers and members on the steps taken for ensuring early implementation of the new pay scale in the States. It is significant that certain States have taken some measures while some are expected to do the same very soon. There have been lots of initiatives on the part of the leadership at various levels, all of which, I do believe, would be crowned with glorious successes.


Meeting with MHRD and UGC officials regarding the fitment table

The General Secretary AIFUCTO has been repeatedly visiting Delhi and vigorously pursuing the issue of fitment table crucial to wage revision. He met with the MHRD officials several times in the past four months and emphasized the urgent need to find a solution regarding the fitment table. We told them that all other sections in the salaried sector had received the enhanced benefits and the university and college teachers are the only people yet to get the benefit of the new pay scales.

 The General Secretary had a meeting with Sri Sunil Kumar, Joint Secretary, MHRD on 17th of April and conveyed the anguish and growing resentment of the college and university teachers all across India. The concern of the NEC meeting at Bhubaneswar was conveyed to him. The meeting was also attended by the President of FEDCUTA.We reached the consensus that the MHRD would immediately issue instructions to the State Governments so that fixation may be done expeditiously. The General Secretary also discussed the matter with UGC and demanded immediate solution.

The General Secretary met Mr. R.P.Agrawal, Secretary, and MHRD on 1st of May, 2009 and drew his attention to the plight of university and college teachers in the States as the revised pay scales as notified by the MHRD are yet to be implemented even after four months of the notification. There is little possibility of the implementation of the pay revision by States as the fitment table is yet to be released by the MHRD.  It was noted that even though MHRD issued a press release on 12th of February, 2009 with clear message to the States that they could implement the revised-scales pending fitment table on ad hoc basis, there was no response whatsoever from them. The General Secretary  pointed out that  the delay has caused widespread grievance and agitation among the teachers through-out the country and the AIFUCTO National Executive has expressed great concern at the continuing and avoidable impasse. Immediate action was demanded by the General Secretary to end the stalemate. Subsequently a letter was sent to Mr.Agrawal in this regard


Implementation of the new pay scales in states


As we reported earlier  the Tamilnadu teachers have received ad- hoc arrears of three months salary at the old scale. The Arunachal Govt. has done the fixation on ad-hoc basis and has paid 40% arrears. Congratulations to the Govt. of Arunachal and the teachersí movements of the state.The teachers of Haryana, under the banner of the Federation HFUCTO have built up a very strong movement and the state govt. had to issue an order to pay 40% arrears of the new pay scale. The HFUCTO has adopted university-wise programs culminating in a massive Dharna in Panchkula near Chandigarh on 12.05.09 demanding implementation of MHRD order in toto. The Punjab Federation of University and College Teachersí Organizations resorted to various programs to pressurize the Govt of Punjab for implementing the pay scales. Teachersí associations in many other states have also chalked out appropriate programs to press the demand for implementing new pay scales. I would request all affiliates to send news about their programs and the progress of the pay scales implementation.

31.05.09 :  Kolkata University, Kolkata ( Eastern States)

03.06.09 :  Jamia Milia University, Delhi ( Northern University)

West Bengal College Librariansí Association


The 22nd Annual Conference of West Bengal College Librariansí Association was held in Kolkata on 19th of April, 2009.The conference was a great success and librarians from all colleges participated. The meeting was presided over by Sri Ranjet Kumar Hazra.Sri Arun Kumar Ghatak, the General Secretary of the Association, presented the Annual Report which highlighted the activities of the association. The General Secretary AIFUCTO was the Chief Guest. He appraised the gathering of the latest developments regarding the AIFUCTO movements and the progress of the implementation of the new pay scales. He acknowledged the glorious role WBCLA has played during the movement of pay revision.



The Annual Conference of ILO will he held in Geneva from 3rd of June to 19th of June, 2009.The UNESCO World Conference on Higher Education will take place at the UNESCO Headquarters in Paris from 5th of July to 8th of July, 2009. The FISE delegation will participate in both the meetings and present FISE documents. Invitation received by FISE is printed in the May issue of Teachers Movement. It is desirable our leaders from different parts of the country take imitative to participate in these conferences.






A meeting of the NEC, AIFUCTO will be held at 11 a.m on 06.07.09 at the 

 Shilong,Meghalaya to discuss the following agenda


1.      Confirmation of minutes of previous meeting.

2.      Report of General Secretary.

3.       Statutory Conference and Organizational matters

4.      Any other matter with the permission of the chair
